Updated 03/29/2011 - Based on recently released dataHere is the prediction for May 2011 Visa Bulletin. We should see following movements in each category as long as USCIS/DOL would use visa numbers for each category as per statutory allocations.
Predictions
- EB3- China could advance to 08 April 2004
- EB3-Philippines could advance to 22 August 2005.
- EB3-Mexico could advance to 15 August 2004.
- EB3-ROW could advance to 22 August 2005.
- EB2 will be current for ROW, Mexico and Philippines.
- EB3-India could advance to 15 April 2002.
- EB2-India would see movement till 15 December 2006 (based on EB1 spillover of 12000, half yearly EB2-demand and half-yearly unused EB4 and EB5 numbers).
- EB2-China could advance to 15 December 2006.

I really doubt that EB2-IC will become current for everyone even if PD will cross July 2007. DOS is going to very careful about opening the gates for everyone since they were criticized heavily after July 2007 fiasco. They will move dates in a controlled manner by 4-5 months so that they have enough buffer for complete year for EB2-I. In case of other countries, the movement may depend upon their historical inventory . Dates would usually move in first quarter for regular intake and in last quarter during spillover.
But before that I expect USCIS to have rule on pre-registration for I-485 petitions in place. Else USCIS/DOS can be in a complete mess due to unknown demand. We have already started seeing this in a way with with EB3-EB2 upgrades. They have no clue.

1) Yes it was August or September 2011 before May visa bulletin was released. Now with recent advancement, it is very difficult to predict whether you will be current for this fiscal year. Best case will be that you are on the borderline for this year. DOS is getting very careful and conservative on movements of PD due to unknown EB3 to EB2 upgrades.
2)PERMs are not getting audited as much as they were few months ago. It is taking only 1-2 months for them to be approved. To change or not is upto you, but if I was you I would wait until August 2011, after September visa bulletin is released in order to make any decision. We would have some idea in July as soon as August bulletin is released. Check back then. Keep in mind whole PERM process takes from recruitment to approval around 5-6 months.
July and November 2007 will be current around July 2014, around same time frame.

EB3 ROW April 2009 should be current around July 2013. If your I-140 is approved, you can transfer your Priority Date from this application to new application if you can find a new job that is willing to restart your green card. Search for 'I-140' under categories and read "How to recapture PD from previously approved I-140?"
We expect it around August 2013.

I think you can be current in January 2012 - worst case. Chances before that are high. You can look into porting but my advise would be hang in until 6 more months. You have nothing to lose. 6 months is worst case. Nominal time for PERM to get approved from start to end is 6 month. PERM processing time has already started to slump. What if you are roped into endless audit wait? Please refrain. If you were December 2002, I would have recommended but not you.

Hi, My priority date is EB3 India May 29, 2002. When do you think it will become current and how much longer after becoming current, I could expect my GC? Any advise on porting to EB-2 at this late in the game?
It can take one month to 3-4 months to process your green card once it will become current. You can travel outside US but I will wait and see if they need your FP and Medical Examination again. I would also ask your friend to check your US mail regularly for any RFE or appointments. Most important, please make sure AP is renewed and is valid through out your trip outside US.
My personal opinion, if it is not an emergency trip, postpone it until you will get green card. Regards.

@Vivek I would think somewhere in 2 years or before that depending upon how much dates would progress this fiscal year and number of spillovers EB2-I would receive next year.

@Ram Hi Ram EB3-ROW March 2008 could be current in March 2013, but we have to go back and analyze applications with PD before July 2007 but could not file I-485 during July 2007. We will be updating our GC calculator soon that will change whole estimation. But March 2013 for now.

I doubt it will go backwards, but it isn't likely to move very much in either direction.

@Sunny July 2007 will be hit or miss for this year. Chances are it will reah July 2007 but may not cross it. We will know more in 4 days based on how July VB will look.
